Petsche, Alexander; Die Kosten eines Beitritts Ungarns zur Europaischen Union: (in German) Als Hauptargument gegen eine Osterweiterung der Europaischen Union werden oft die damit verbundenen Kosten angefuhrt. Unter Kosten wird in diesem Zusammenhang die Mehrbelastung des EU-Budgets durch den Beitritt der ehemals kommunistischen Staaten verstanden. Diese Mehrkosten wurden vor allem aufgrund der Transfers aus der Gemeinsamen Agrarpolitik (GAP) und der Strukturfonds an die neuen mittel- und osteuropaischen Mitgliedstaaten entstehen. Bis dato wurden nur einige wenige Untersuchungen von namhaften Okonomen durchgefuhrt. Diese Arbeit versucht, eine Lucke fur den Beitrittskandidaten Ungarn zu schliessen. In der Kostendiskussion gehen die Vorteile einer Osterweiterung bzw. die Kosten einer Nicht-Erweiterung meistens unter. Das mag damit zusammenhangen, dass die Vorteile einer Osterweiterung, die sowohl okonomischer als auch politischer Natur sind, sich viel schwerer quantifizieren lassen, als die Haushaltsplanung der EG. Wie bei allen okonomischen Entscheidungen, so auch hier, konnen aber auf Grundlage der Kosten allein, keine rationellen Entscheidung getroffen werden. Die Kosten mussen den Nutzen, auch wenn sie nicht so leicht zu quantifizieren sind, gegenubergestellt werden. Deshalb sollen die Vorteile einer Erweiterung zumindest nicht unerwahnt bleiben. Folgende Arbeit geht, als Teil eines Gesamtprojektes an der Wiener Wirtschaftsuniversitat zum Beitritt Ungarns zur Europaischen Union unter der Leitung von Prof. Dr. Gerhard Fink, dem Kostenargument fur den ungarischen EU- Beitritt auf die Spur. Meyer, David; Karatzoglou, Alexandros; Buchta, Christian; Leisch, Friedrich; Hornik, Kurt; Running agent-based simulations: (in English) When running agent-based simulations using ready-made components, one usually faces heterogenity problems both for the agentsn implementation and for the underlying platform. To circumvent these kind of hindrances, we introduce a wrapper technique for mapping the functionality of agents living in an interpreter-based environment to a standardized CORBA interface, thus facilitating the task for any control mechanism (like a simulation manager) which just will need to handle one set of commands for all agents involved. This mapping is made by an XML-based definition file. We also have built a generic simulation manager which makes use of agents with homogeneous interfaces, and which can be used to run simple simulations. In a sample session, we illustrate how wrapper and simulation manager do inter-act. Finally, we describe the database interface representing the global Artificial Economy environment in which agents operate. In the Appendix, we give a brief overview of the current installation of the SFB reference computer platform.   3. Sallans, Brian; Dorffner, Georg; Karatzoglou, Alexandros; The dynamics of interacting markets: (in English) The behavior of boundedly rational agents in two interacting markets is investigated. A discrete-time model of coupled financial and consumer markets is described. The integrated model is then used to investigate feedback effects between the coupled markets. In particular, the influence of the financial market on product development is demonstrated. The types of traders present in the financial market is shown to have a large effect on firm behavior and product development. In a financial market where traders favour particular products the firms are shown to develop these favored products instead of more profitable ones. The effect is quite strong despite the only feedback being through a noisy stock price, and despite the fact that only a third of share traders are directly influenced by product position.   1. Six months in the gold mines: from a journal of three years' residence in Upper and Lower California. 1847-8-9. By E. Gould Buffum: (in English) Edward Gould Buffum (1820-1867), a New York journalist, came to California as an officer in the 7th Regiment of N.Y. Volunteers during the Mexican War. He stayed on to seek gold and edit a California newspaper before returning east to become Paris correspondent of the New York Herald. Six months in the gold mines (1850) is Buffum's vivid account of his regiment's voyage west in 1846 to help secure California for the United States. He describes his discharge from the army in Monterey and his subsequent adventures as a gold seeker, sailing up the Sacramento to reach the Sierra Nevadas above Sutter's Fort. He describes prospecting along the Bear and Yuba Rivers, Weber Creek, and Middle and South Forks of the American River, Foster's Bar, and Weaver's Creek, 1848-1849. Ross Browne: (in English) John Ross Browne (1817-1875) of Kentucky, the official reporter for the California State Constitutional Convention of 1849, came to California in 1849 as an employee of the government revenue service. He traveled widely in the next two decades, including a stay in China as U.S. minister, before settling down in Oakland in 1870. One of the Rel/NF-κB subunits, RelA, has been shown to be crucial for normal embryonic development, in which it functions in the embryonic liver as a protector against TNFα-induced physiological apoptosis. This study assesses whether NF-κB may be involved in the embryo's response to teratogens. Fot this, we evaluated how NF-KappaB DNA binding activity in embryonic organs demonstraiting differential sensitivity to a reference teratogen, cyclophosphamide, correlates with dysmorphic events induced by the teratogen at the cellular level (excessive apoptosis) and at the organ level (structural anomalies).ResultsThe embryonic brain and liver were used as target organs. We observed that the Cyclophosphamide-induced excessive apoptosis in the brain, followed by the formation of severe craniofacial structural anomalies, was accompanied by suppression of NF-κB DNA-binding activity as well as by a significant and lasting increase in the activity of caspases 3 and 8. However, in the liver, in which cyclophosphamide induced transient apoptosis was not followed by dysmorphogenesis, no suppression of NF-κB DNA-binding activity was registered and the level of active caspases 3 and 8 was significantly lower than in the brain. It has also been observed that both the brain and liver became much more sensitive to the CP-induced teratogenic insult if the embryos were exposed to a combined treatment with the teratogen and sodium salicylate that suppressed NF-κB DNA-binding activity in these organs.ConclusionThe results of this study demonstrate that suppression of NF-κB DNA-binding activity in embryos responding to the teratogenic insult may be associated with their decreased resistance to this insult. The conclusion is based on the results of two different procedures for estimating an error correction model of housing prices based on supply and demand fundamentals. The error correction models suggest that the speed of adjustment in the Paris dwelling market is about 30% per month. The paper also introduces a new econometric methodology that permits simultaneous estimation of the parameters of a dynamic hedonic price model, the price index, and the parameters of a structural model for housing prices.   1. Nicholson, Alexander; A Generalization Model and Learning in Hardware: We study two problems in the field of machine learning. First, we propose a novel theoretical framework for understanding learning and generalization which we call the bin model. Using the bin model, a closed form is derived for the generalization error that estimates the out-of-sample performance in terms of the in-sample performance. We address the problem of overfitting, and show that using a simple exhaustive learning algorithm it does not arise. This is independent of the target function, input distribution and learning model, and remains true even with noisy data sets. We apply our analysis to both classification and regression problems and give an example of how it may be used efficiently in practice. Second, we investigate the use of learning and evolution in hardware for digital circuit design. Using the reactive tabu search for discrete optimization, we show that we can learn a multiplier circuit from a set of examples. The learned circuit makes less than 2% error and uses fewer chip resources than the standard digital design. We compare use of a genetic algorithm and the reactive tabu search for fitness optimization and show that the reactive tabu search performs significantly better on a 2-bit adder design problem for a similar execution time. Theoretische Aspekte des Wachstums auf ein und zwei dimensionalen verzerrten Kristalloberflachen: Wolf, D.E.; Prof. Dr.; (in German) Elastic strain, which appears especially in heteroepitaxial growth, has an important effect on the resulting growth morphologies. To study this phenomenon, the strain dependence of the microscopic diffusion barriers were calculated for transition metals with fcc and bcc structure, using empirical many-body potentials. Two major trends were found: On the fcc(100) surface the barrier for the process of exchange diffusion is reduced with increasing isotropic tensile strain. On the other hand, the additional Ehrlich-Schwoebel barrier at the step edge is increased under tensile strain, as long as exchange diffusion is the preferred diffusion mode in the unstrained systems, as e.g. in the case of gold. Taking into account especially inhomogeneous strain at island borders due to relaxation effects, a careful analysis of microscopic properties, like diffusion barriers and binding energies, leads to the conclusion that the layer-by-layer growth of systems which prefer exchange diffusion should be improved under compressive strain. This conclusion was supported by kinetic Monte Carlo(KMC) simulations of a simplified system. In addition to Pt, Au, Ir and Al, which where expected to prefer diffusion by atomic exchange before, also Pb was found to be a potential candidate for this diffusion mode. Finally, comparing KMC simulations with experimental results for the homoepitaxial growth of Fe/Fe(110), it was shown that the barriers obtained from empirical many body potentials can be successfully used as input parameters for such simulations. The important details of in-situ scanning tunneling microscope pictures were reproduced by the KMC calculations. Elastische Verzerrungen, die insbesondere bei heteroepitaktischem Wachstum auftreten, wirken sich wesentlich auf die entstehenden Oberflachenmorphologien aus. Um dieses Problem zu studieren, wurde mit Hilfe empirischer Vielteilchenpotentiale eine Reihe mikroskopischer Diffusionsbarrieren und deren Verzerrungsabhangigkeit fur Ubergangsmetalle mit kubisch-flachen- wie auch kubisch-raumzentrierter Struktur berechnet. Dabei wurden zwei wesentliche Trends gefunden. Generell nimmt die Barriere fur einen Austauschprozess auf der (100) Oberfache des kfz-Gitters unter isotroper Zugspannung ab. Andererseits nimmt die sog. Ehrlich-Schwoebel Barriere am Inselrand unter Zugspannung zu, falls das betrachtete Material, wie z.B. Gold, im unverzerrten Zustand den Austauschprozess gegenuber einem Hupfprozess bevorzugt. Sonst nimmt sie unter Zug ab. Eine sorgfaltige Analyse der Verzerrungsabangigkeit der verschiedenen Diffusionsbarrieren und der Bindungsenergien, insbesondere unter Berucksichtigung von inhomogenen Verzerrungen auf Grund von Relaxationsprozessen an Inselrandern, fuhrt zu der Schlussfolgerung, dass das Lagenwachstum von Systemen, die Austauschdiffusion bevorzugen, unter Druckspannung optimiert werden kann. Diese Erwartung konnte durch kinetische Monte Carlo(KMC)Simulationen eines vereinfachten Systems gestutzt werden. Zusatzlich zu Pt, Au, Ir und Al, von denen man bereits erwartet, dass sie Diffusion durch einen Austauschprozess bevorzugen, wurde auch fur Pb eine niedrigere Austauschbarriere im Vergleich zum Hupfprozess gefunden. This dissertation gives an overview of the studies on a micromechanical SLM with a deformable oil film as actuator placed on a CMOS-circuit with mirror-layer on top. The oil film deforms due to electrostatic forces at the surface where an electric field is applied. Incident light is transmitted through the deformed oil film and reflected by the mirror layer. The local oil film deformations result in a spatial phase modulation. A simple Schlieren optics can convert the phase modulation into an intensity pattern for image projection. This work presents the first SLM devices with a deformable oil film that is addressed by a CMOS active matrix. This new technology is called moving liquid mirror (MLM). Simulation, design, fabrication and measurements of first devices are described. The devices bear 256x256 pixels of 16um or 20um size. Contrast ratios of 43:1 in the 0th order of diffraction were measured. Gray scaling is possible with analogue voltage levels. Dynamic operation proved the capability of the MLM-actuators to operate at a frame rate of 200Hz. The focus of interest is not how many people read what subject matter, in what fashion, and why, but rather its opposite: How do social systems define 'reading', what persons are assigned the role of 'reader' and what are the motivations that this social distinction engenders or promotes. The theoretical foundation for the study is based on the Bielefeld school of systems theory as expounded by Niklas Luhmann. Through an analysis of editorial articles appearing over a period of forty years in the journals 'Borsenblatt fur den Deutschen Buchhandel' and 'Buch und Bibliothek [Bucherei und Bildung]', the theoretical model is demonstrated by examples drawn from book-trade and the public library system. In the process it becomes apparent that the culture of reading as a product of a traditional system is fundamentally instrumentalized by the book-trade: inwards for the purpose of identity and market protection, outwards for the purpose of soliciting special national concessions, in particular in the area of antitrust law. In spite of its proximity to book-trade, the public library system all but failed to address reading culture in the decades of 1960s and 1970s and made use of other persuasive media as a means of system stabilization. Only after considerable budgetary cuts during the recession at the start of the 1980s did the public library system couple itself to the culture of reading as a medium of persuasion for soliciting state benefits. However, this is achieved at a substantial performance penalty due to signal delays through the programmable interconnect. This motivates a critical-net routing objective which seeks to minimize source-sink signal propagation delays; we formulate this objective as a graph Steiner arborescence (i.e., shortest-path tree with minimum wirelength) problem and propose an effective heuristic which produces routing trees with optimal source-sink pathlengths, and having wirelength on par with the best existing graph Steiner tree heuristics. Our second contribution is a new class of greedy Steiner tree constructions in weighted graphs, based on an iterated application of an arbitrary given graph Steiner heuristic; this construction significantly outperforms the best known graph Steiner tree heuristics of Kou, Markowsky and Berman, and of Zelikovsky. We incorporated our algorithms into an actual router, enabling the complete routing of several industrial designs while requiring a reduced maximum channel width. All of our methods are directly applicable to other graph-based routing regimes, such as building-block design, routing in the presence of obstacles, etc., as well as in non-CAD areas such as multicasting in communication networks. Daruber hinaus war und ist der gesamte SrV - Ergebnispool auch stets Grundlage fur Forschung und ubergeordnete Planung. Dennoch konnten neue differenzierte Fragen mit diesem vorhandenen Ergebnispool nur mit hohem Aufwand oder oftmals gar nicht beantwortet werden. Die Entwicklung einer konsolidierten Datenbank war daher erforderlich. Der Verfasser hat SrV - Daten von 1987, 1991, 1994 und 1998 in einer einzigen neuen Datenbank vollstandig integriert, so dass uber diese Zeitreihe identische und ganzheitliche Abfragen moglich sind. In der vorliegenden Arbeit wurden auf dieser Grundlage wesentliche Entwicklungen des Verkehrs in ostdeutschen Stadten dargestellt und interpretiert. Insbesondere konnte erstmalig der Freizeitverkehr, der bislang zu Unrecht eine untergeordnete Bedeutung im werktaglichen Verkehr hatte, quantifiziert werden. Die Darstellung und Interpretation des Ist - Zustandes, die Quantifizierung der Teilaktivitaten im Freizeitverkehr sowie die Abschatzung der Auswirkungen hoherer Pkw - Verfugbarkeit alterer Burger auf das spezifische Verkehrsaufkommen, der Verkehrsmittelwahl und der Verkehrsarbeit im werktaglichen Freizeitverkehr bis zum Jahr 2010 stellt beispielhaft dar, welche Moglichkeiten die erarbeitete SrV - Datenbank bietet. Un jour ou les deux garcons naviguent dans les ilots des pleiades du sud, ils sont captures par les sujets de Drumai. Destines a etre mis au four, ils seront, heureusement, reconnus par leur pere et la sorciere, demasquee, sera executee. C'est depuis ce temps la que l'aine de la chefferie Drumai porte le nom de Wanima et son cadet, celui de Waneume. Une version de ce texte, ecrite et traduite en fagauvea par la mere d'Herve Alosio, figure dans le recueil Contes et Legendes d'Ouvea ("O Doumai", texte 8), elabore en 1981 par des enfants de quatrieme du college Guillaume Douarre. Dans ce meme document, on trouve aussi une version, assez parallele, concernant cette fois la chefferie Beka au nord d'Ouvea. Ce texte, intitule "Les deux garcons d'Ougne [Unyee]" (texte 12), a ete recueilli a Teouta en 1981 aupres de Pelagie Gnida. Buss; (in English) Monoploid potato genotypes represent plant material that is free from the "genetic load" of lethal and severely deleterious alleles normally present in the highly heterozygous cultivated potato species. Field evaluations enabled the identification of agronomically superior monoploid potato genotypes from a population of more than 100 anther-derived monoploids. Chemical fusion and electrofusion between pairs selected from 31 superior monoploids resulted in the production of three different groups of intermonoploid somatic hybrids. <p> The hybridity of somatic hybrid plants and calluses was confirmed through PCR-based amplification of simple sequence repeat (SSR) sequences in the potato genome. Polymorphic SSR loci between the monoploid parents of a particular group of somatic hybrids were used to separate true somatic hybrids (heterozygous at the loci) from parental somaclones regenerating from unfused protoplasts (homozygous for one parental band at the loci). <p> One group of somatic hybrids (SH1, SH2 and SH2B) was of particular interest because it resulted from the fusion of a S. phureja monoploid to a high acetylleptinidine-producing monoploid derived from an F1 hybrid between S. chacoense and S. phureja. The leptine acetylleptinidine (ALD) is produced only by some accessions of S. chacoense Bitt. and provides resistance to feeding by the Colorado potato beetle (Leptinotarsa decemlineata Say) when present in sufficient concentrations. The somatic hybrids produced moderate levels of ALD in leaves and stems (roughly 60% that of a high ALD-producing S. chacoense clone). <p> Pollinations of SH1, SH2 and SH2B by several diploid and tetraploid potato clones resulted in three fruit on SH2, one fruit on SH2B and no fruit on SH1. Two resulting progeny populations of SH2 [SH2A = SH2 &times; S. andigena 8-1 (4x); SH2P = SH2 &times; S. phureja 66AP11-53 (2x)] expressed higher fertility than the original somatic hybrids and were sexually crossed as both male and female parents to S. tuberosum cv. Atlantic. All of the SH2 progeny populations expressed acetylleptinidines, albeit at lower levels than the SH2 somatic hybrid, providing strong evidence that the genes controlling acetylleptinidine production are dominant. Variation for ALD expression in the SH2 progeny indicated one or a few genes with additive effect controlling the ALD trait. In addition, the choice of male parent in sexual crosses to SH2 affected subsequent ALD expression in progeny populations. The SH2 progeny represent an important first step towards transferring acetylleptinidines to cultivated potato. <p> SH1, SH2 and SH2B appeared to be negatively affected by an unusually high ploidy (hexaploid, 6x). Field-grown plants produced many tubers (mean = 35) of low weight (mean = 10.4 g) and were stunted in appearance. Anther culture of SH2 yielded triploid regenerants (3x). These regenerants may be more phenotypically normal than the original somatic hybrids because of lower ploidy. Segregation of SSR alleles in the triploid anther culture regenerants provided evidence that the hexaploid somatic hybrid SH2 genome is comprised of four homologous genomes of CP2-103 (the high leptine-producing monoploid) and two homologous genomes of 13-14 203 (the S. phureja monoploid). Parks, Chairman Educational Leadership and Policy Studies (ABSTRACT) The Virginia Board of Education is considering the adoption of technology standards for instructional personnel in Virginia's schools. All pre-service instructional personnel will have to demonstrate proficiency prior to obtaining a Virginia teaching certificate. Those currently in service may also have to demonstrate proficiency, as defined by the local school division. This study was designed to be a prototypic model for implementing the standards in Gloucester County Schools. Three hundred-ninety (390) instructional personnel were surveyed, according to selected strata, regarding their current level of competence. The discrepancy between the current level of proficiency and the level required by the standard defined the need for staff development. Differences among strata were provided for in planning for staff development activities. Staff Development activities were planned for all identified needs and implemented for a pilot group. The training sessions focused on raising the level of proficiency to that required to satisfy the standards. Participants in the pilot group were re-surveyed to verify the plan. An assessment procedure for measuring and reporting mastery on the standards was proposed by the pilot group. The process outlined in this study will be condensed into a brochure that will be provided to the Virginia Department of Education for possible distribution to other school divisions. Besieris, Sanjay Raman; (in English) High power circuits, those involving high levels of voltages and currents to produce several kilowatts of power, would possess an optimized efficiency when driven at high frequencies (on the order of MHz). Such an approach would greatly reduce the size of capacitive and magnetic components, and thus ultimately reduce the cost of the power electronic circuits. The problem with this strategy in conventional packaging, however, is that at high frequencies, interconnects between the power devices on one board (such as Power MOSFETs or IGBTs) and components on another board (such as the coasting diodes) suffer from severe parasitic effects, thus affecting the overall electrical performance of the system. A conceivable solution to this problem is the design and construction of a power electronics module which would incorporate all power devices and supporting circuitry into one very simple and compact module. Such an approach would reduce interconnect inductances (thus reducing costly parasitic effects), increase system efficiency and electrical performance, produce a standardization for power electronic modules, and through this standardization, lower overall industry-wide system costs and increase power electronic system reliability. This technology would prove especially valuable for power electronics in industry, where prevalent power systems such as half bridge or full bridge converters would benefit greatly from the large reduction of inductances which currently exist between separate bridge legs. This thesis will discuss a novel multilayer approach towards the described issues. A power module has been designed and fabricated which contains one metallization power layer for the power devices, and a second metallization control layer for the low power signal components. The two layers are separated by a dielectric layer which serves as an electrical separation and as a physical spacer. F.; Microscopic nuclear equation of state with three-body forces and neutron star structure: We calculate static properties of non-rotating neutron stars (NS's) using a microscopic equation of state (EOS) for asymmetric nuclear matter, derived from the Brueckner-Bethe-Goldstone many-body theory with explicit three-body forces. We use the Argonne AV14 and the Paris two-body nuclear force, implemented by the Urbana model for the three-body force. We obtain a maximum mass configuration with $ M_{max} = 1.8 M_{\sun}$ ($M_{max} = 1.94 M_{\sun}$) when the AV14 (Paris) interaction is used. They are both consistent with the observed range of NS masses. The onset of direct Urca processes occurs at densities $n \geq 0.65~fm^{-3}$ for the AV14 potential and $n \geq 0.54~fm^{-3}$ for the Paris potential. Therefore, NS's with masses above $M^{Urca} = 1.4 M_{\sun}$ for the AV14 and $M^{Urca} = 1.24 M_{\sun}$ for the Paris potential can undergo very rapid cooling, depending on the strength of superfluidity in the interior of the NS. Gogolin, Alexander O., Nersesyan, Alexander A., Tsvelik, Alexei M., Yu, Lu; Zero Modes and Thermodynamics of Disordered Spin-1/2 Ladders: The influence of nonmagnetic doping on the thermodynamic properties of two-leg S = 1/2 spin ladders is studied in this paper. It is shown that, for a weak interchain coupling, the problem can be mapped onto a model of random mass Dirac (Majorana) fermions. We investigate in detail the structure of the fermionic states localized at an individual mass kink (zero modes) in the framework of a generalized Dirac model. The low-temperature thermodynamic properties are dominated by these zero modes. We use the single-fermion density of states, known to exhibit the Dyson singularity in the zero-energy limit, to construct the thermodynamics of the spin ladder. In particular, we find that the magnetic susceptibility $\chi$ diverges at $T\to 0$ as $1/T\ln^2(1/T)$, and the specific heat behaves as $C\propto 1/\ln^3(1/T)$. The predictions on magnetic susceptibility are consistent with the most recent results of quantum Monte Carlo simulations on doped ladders with randomly distributed impurities.
